         This paper pinpoints the clauses of self-report and immunity in “Kim Young-ran Act (KYR)” and game-theoretically analyzes the effectiveness of those clauses as a bribe deterrence mechanism. Contrary to an idea presented in the literature, KYR contains clauses that public employees are obligated to report their bribe taking and are immune from punishment if they immediately self-report bribe taking. That is, incentives are installed for the bribe taker to report the bribe giver. We, based on the methodology of Dufwenberg and Spagnolo (2015), develop a model of extortion bribes and analyze how the clauses of self-report and immunity under KYR play a role in deterring bribery. In particular, we focus on the emergence of a socially very bad equilibrium (“Ingrained Bribery Equilibrium”) in the context of one-sided repeated game where a civil servant repeats the same task for a long time, characterize the parameter region for the equilibrium, and draw some policy implications on how to mitigate the emergence of the equilibrium under KYR. We also discuss how variations of KYR affect bribery and show that the parameter region for the Ingrained Bribery Equilibrium may shrink with a different incentive mechanism.
    •    본 논문은 김영란법의 자진신고제도와 이에 따른 처벌면제조항에 초점을 두고, 이 조항들의 뇌물방지 메카니즘으로서의 효과성을 게임이론적으로 분석한다. 여러 학술문헌에서 제시되고 있는 방안들과는 반대로, 김영란법은 공 무원에게 (뇌물수수에 대해) 자진신고의무를 부과하고 있으며, 수수한 뇌물을 즉시 보고한 경우 처벌을 면제하는 조항을 두고 있다. 즉, 인센티브가 뇌 물수수자에 대해 디자인된 것이다. 우리는 Dufwenberg와 Spagnolo(2015)의 모형을 확장하여 김영란법이 가진 자진신고와 처벌면제 조항이 뇌 물방지에 어떠한 역할을 하는지 분석한다. 특히, 뇌물이 만성화된 사회적으로 아주 나쁜 균형(“Ingrained Bribery Equilibrium”)을 일방반복게임의 틀에서 정의하고, 이 균형이 성립하는 파라미터 영역을 구체적으로 도출한다. 이 를 통해 김영란법 체계 하에서 어떻게 사회적으로 나쁜 균형의 출현을 완화할수 있을 것인가에 대해 정책적 함의를 제공하고자 한다.

    • The Effects of 2016 New Mortgage Guild Line on Apartment Prices

         We examine the impacts of new bank loan guideline effective on December 15 2015 on housing prices. We use regression discontinuity model to capture clean effects. We found the result that new guideline lowered the apartment price by 1.4% in Seoul, Gyeonggi and Incheon. Expensive housing defined price above 0.9 million won showed 13.8% drop in price while cheap housing did not show statistically significant change. There was big variation in terms of policy impact across region as well.
    •    본 논문에서는 2015년 12월 15일 대출규제를 통해 수요를 억제하고자 공표된 여신심사 선진화 가이드라인이 아파트 매매시장에 미친 영향을 확인해 보고자 한다. 우리나라의 대출규제 정책은 한 해에도 몇 번씩 매우 자주 모든 대상에 대해 바뀌기 때문에 그 효과를 정확하게 추정하기 위해서 회귀불연속 모형을 사용한다. 여신심사 선진화 정책은 단기적으로는 서 울, 경기, 인천의 아파트 가격을 1.4% 하락시키는 것으로 나타났다. 이를 3억원 이하의 아파트와 9억원 이상의 아파트로 나누워 보면 고가 아파트 는 규제이후 매매가격이 13.8% 하락한 반면 3억원 이하에서는 통계적으로 유의한 변동은 나타나지 않았다. 하지만 지역별로는 차이가 커서 여신 심사 선진화 정책의 효과는 일관되지 않은 것으로 보인다.

    • Substitute and Complementary Relationships between Online and Offline Courses in Foreign Language Education

         With the advancement of information and communication technologies, online courses have increased as a new channel of education. This study contributes to the existing literature by providing empirical evidences for the substitute or complementary relationship between online and offline courses. The results show that while offline and online courses in test preparation courses such as TOEFL and TOEIC were neither substitute nor complement, they were complementary to each other in general English courses such as speaking and writing courses. Different relationship between online and offline education services depending on subject characteristics provides implications for other markets as well as language education market.
    •    정보통신기술이 발달하면서 성인 외국어 교육 서비스의 온라인 강의 비중 이 늘고 있다. 본 연구는 우리나라 한 외국어 교육학원의 실제 영어 강의 수강 자료를 이용하여 온라인 강의 수요와 오프라인 강의 수요의 교차탄력성을 추정하여, 두 서비스 간의 대체성 및 보완성에 대한 실증적 증거를 제공한다는데 의의를 갖는다. 실증분석 결과, 토플과 토익 같은 시험준비 과목의 경우 오프라인 강의와 온라인 강의 사이에는 대체관계나 보완관계 가 나타나지 않은 반면, 회화와 작문 같은 일반영어 과목의 경우 오프라인 강의와 온라인 강의가 보완관계가 존재했다. 과목의 특성에 따라 오프라인 교육서비스와 온라인 교육서비스의 관계가 달라진다는 점은 교육 시장뿐 아니라 다른 시장에 대해서도 중요한 시사점을 갖는다.
